High-priced lobbyists aren't always successful

A manufacturer of plastic grocery bags spent more than $100,000 on Oregon lobbyists this year in its successful bid to defeat a proposed statewide ban on the bags. Prominent philanthropists spent a similar amount in a mostly successful attempt to win insurance reimbursement for doctors doing telemedicine.
