By swagger does he mean to aid the Fat Cats and Big Bucks in continuing to loot the middle and working classes of Oregon? He doesn't realize that Capitalism is as dead a socio-economic concept as Soviet Communism.

He talks like the Jock that he is. He reminds me of Bush (not a real jock, but always cheering them on)when he said "bring it on". States don't have swagger, only jocks and would be jocks.
