Kitzhaber signals for special session.

Kitzhaber loves him special sessions. We absolutely had to have one just weeks before the regular 2013 session in order to properly genuflect to Phil Knight. Now it would seem we may be going back to hack away again at PERS, even though there's another session coming up in February.
Perhaps someone smarter than me can explain the sense of urgency here.
Or perhaps they won't have to, given that September 30 is also key deadline for the Columbia River Crossing. And oh by the way, we'll be doing that one all alone, if the lege votes to push it forward. Washington Governor Jay Inslee announced today that he's dropping it from the state transportation package, in order to try to win approval for the package.
Is anyone else vastly underwhelmed by this turn of events?
