Tre Arrow is back and is up a tree. Just months after he says he left jail, he's up in a tall tree on Stark Street (just behind, well, my house, as it were). He's identifying himself, with fire and rescue teams, the media and a growing audience, on the scene. He has said he doesn't have a harness and has promised to be up in the tree for a long time. Here we go, Portland.
