Einstein, Insanity, and the Oregon Legislature

In 1969 and again in 1997, Oregon chose to automatically connect to the federal definition of taxable income. Whenever Congress changes the definition of taxable income, that change automatically applies in Oregon. Each time, that automatic (or rolling) reconnect resulted in budget problems for Oregon.
Now the legislature has a chance to stop repeating the same thing hoping it will lead to a different result.
